Who can help me identify a craft from the 1940-1950's. framed picture of paper lady and red material dress.

Sounds like a very advanced version of paper dolls. Mom would take our paper dolls and cut out fancy dresses out of real material, also using rick-rack, or lace/ribbons whatever was handy. The real hair, never thought of that.
