Why & how is it that the United States armed forces End up doing the work of other countries?

Alot of man power and mpnry ends up going over seas when we have some moderate to serious issues here, Front yard/back yard, how every you want to put it, put our service men and women to work here, Floods, Fires, Droughts, etc, the list goes on...What about taking care of stuff right here?
