Is ichigo's dad the former captain of squad 11?

I saw on episode 272 ending the thing that was called arrancar encyclopedia....that he was wearing kenpachi zaraki's haori....i just noticed....i dunno if its zaraki's haori but it seems like ichigo's dad used to be a captain!!!!! If he is then thats so cool!!!!!
